Mantle of the Archlich Can't Be Repaired

Good Day,
I transmogrified the Mantle of the Archlich to the Tabard of the Archlich from the rewards Vendor. I worn down the durability and Still cannot repair it with any of my crafting abilities. Should be Tailoring but I tried all that have repair skills. Also, Clothing Bless deeds are not working on the Scabbard of Juo'nar.
