Anyone can use. The brand was the pets original name. I would be against tamer names on pets since I have many Cus and never tamed one. If I care about who tamed it I would name it after them.

Damages seem fair to me. Blades are for low level mages. You can have 2 EVs. Can only have 1 RC. Some players do everything with 2 EVs and fireballs. Pets are the next level.
