My favorite place to use it is the Sleeping Dragon spawn in Tokuno. It's a fairly easy spawn and lots of targets.

I saw it in Luna Bank sitting on a table. It's a green Geanie statue. Also, don't forget to go to the EM house and get your Kincaid Anniversary sash from the green basket clicky. Only available for roughly another day and a half or 2 days.
