Switching Mastery (no cooldown system message/notifcation)

I believe there's a cooldown between switching masteries, i'll say 20 minutes but i'm not sure. The bug i experience, there is no notification to advise you that you're in a cooldown. You get the option to select a mastery and you click the mastery and there's no notification that the switch was not successful and for what reason. Both clients.
I tell you the truth, tis better to do 10 damage on the right target than 100 damage on the wrong target.

    I noticed this as well. I had forgotten about the cooldown and logged in and out in frustration, kept fumbling with it..until I remembered about the switch.
