  Anyone should be able to drop into the mailbox in a public house. 
  
  It was my understanding the security settings were for who could take items out.

  She locked it down instead of securing it. You have to say "i wish to secure this", then set the level to coowner and the house must be public. with all that anyone can put stuff in, only coowners and up can take it out

  erm, I've locked down multiple mailboxes, they've always worked the way I wrote it up in the wiki.

  Make the house public

  Secure the box, don't lock it down

  Set the security to determine who can take items out.
