New Legacy Publish 3 Hotfixes

Greetings,
The following hotfixes have been deployed to New Legacy Shards:
Bugfixes
- Resolved issue with the Victor Blackthorn encounter not resetting properly after his defeat
- Resolved issue that could cause players to be removed from encounter areas prematurely
- Resolved issue with Dynamic Scaling not working on Void Commanders
- Resolved issue with Frozen Pillars not pulsing a damage aura
- Resolved issue where Meteor Strike and Frost Meteor abilities would not properly go on cooldown after firing, causing them to trigger repeatedly
Adjustments
- Fire Twirl attack will no longer persist after the mob that cast it dies
- The Riders of Ruin encounter area will now block entry for 3 minutes to allow all players time to enter the encounter area
- Increased the amount of mobs required to be killed to progress an invasion town to the Void Commander stage
- Greatly increased the frequency in which Unique pets will attempt to spawn
- The Riders of Ruin and Victor Blackthorn now have a knockback/stun combo that only affects pets
- Several adjustments have been made to the damage and frequency of abilities used in the Riders of Ruin and Victor Blackthorn encounters
- Increased the range that attacks can hit Victor Blackthorn in Phase 2 of his fight
- Increased the time between town invasions from 5 minutes to 10 minutes
Item Transfer Updates
- Empty Spellbooks will no longer be marked as Transferable
- Certain Armor and Shield pieces with stats will no longer be marked as Transferable
- BOD books will no longer be marked as Transferable
- Troubadour's Lucky Lute is now Transferable
- Virtuoso's Bansuri is now Transferable
- Toasted PBJ is now Transferable
- BOD Title Rewards are now Transferable
- Decorative BOD Rewards are now Transferable

I want to provide some feedback in hopes that we can get some further adjustments to the fractured veil event.
What I like:
- I don't want to speak too soon but I do think the fixes for the CC crashes are working well. I still will crash a couple times a day but much better than 10 times in 30min. Thanks!
- Very happy about the scaling of Void Commanders so that they don't die in 30 seconds; seems like more ppl are helping with the spawn now.
- At first I was opposed to the wall on the Harry but I like it now because there were a few times I dropped into the area with the Harry being on the portal drop zone and it was instant death. Gives me time to loot the Commander and get into the next fight.
- I do appreciate the extra time between invasions; although I'm torn on this because with the extra 5min there and 3min on the Harry wall; that's almost an extra 30min of WAITING for each round when I'd rather be playing. I feel like I'd rather do 8min between towns and only 2min on the Harry wall; that would shave off about 10min.
What I'd like to see adjusted:To expand on the above bullet about the time creep. Victor Blackthorn either needs to be "turned down" for difficulty or rewards should be "turned up". He should NOT scale like the Void Commanders do; he was fine the way he was and shouldn't take an hour to kill (unless there will be a guaranteed drop). There were a ton of people on last night and the second stage of Victor B was stupid; I could barely find a place to drop an EV that was likely killed right away from the flames/area damage. I couldn't even get close enough to EB him while trying to run around the "void goo" then dodge a flame wave AND flame spiral AND energy bombs AND I think there was even the ice pillars. After the marathon (literally 26.2 miles) of running (on foot) and no less than half a dozen death robes; I ended up getting a random weapon (of Force). That is so disheartening and honestly a complete waste of time and resources.
So I think that Victor B needs to be turned down; meaning no more scaling and limit the amount of specials he does at one time AND the area of "void goo" (and/or the amount of time it's there). If that's not going to happen then I think the drop rate needs to be increased because spending an hour of time and 100's of reagents to only end up getting 147gp from the corpse isn't a fair trade off.
