Bulletin Boards and Co-Owners

When Co-Owned to a house and there is a bulletin board that you did not place, when you double click it says, "You are not allowed access to this."
I suspect its trying to pull the owner menu up, but it won't even allow access for a co-owner of the house to leave a message on the bulletin board.
Not sure if it does the same for friends or guild security options but I suspect the same result.
