How much city gold does the tree require?  Baja Mag only has 6M in it

    Each Mythic Cargo is worth 10M gold to a city coffer.  Why is any city low on gold?

    Each player who damages a Beacon gets a Mythic crate.
    Focus on what you can do, not what you can't.

    Likely because most crates go directly to the pirate vendor. Also the crate needs to have the city name on it I believe? Ie if the crate is Moonglow then it wouldn't help Mag.

    It would help but not as much. The amount to the wrong city is halved.

    Yes it's only worth 5M if wrong city. Still a lot.

    Can buy 1 for 1M or ask for donations.

    Some Governors cooperatively trade with other Governors for their cities 1 for 1.
