What difference for a Pet does having 120 Healing vs. 110 Healing ?

I had no idea that, if Anatomy raised too much ahead of Tactics, then Tactics would not raise....

How much would it be "too much ahead" ?

And if that was to happen, how would one be able to "lower" Anatomy on a pet so as to then make Tactics to e able to raise ?
