Is treasure chest quality determined by just the digger when in a party?

Is treasure chest quality determined by just the digger's cartography when he is in a party? Or does the other party member's cartography also factor in?  For example is it better if all party members are at 105 then if the digger has 105 and the other party members have 0 cartography?

Thanks for the answer. Knowing this allows our party's tank player to remain in full tank mode.
