I may have missed this somewhere but when will the creatures return to Blackthorn's Dungeon?  I would like to obtain and turn in more artifacts

    You can still collect and redeem Blackthorn artifacts via the captains & at the Agent of the Crown in the castle.  The rest of the dungeon is empty pending future developments.
