Forsaken Foes Patch - Commission Vendor Contracts

The patch notes state that commission vendor contracts should be available at the regular locations, but I've checked just about every banker in Trammel, and many in Fel, and I can't find any.  Am I looking in the wrong place or was this left out of the patch?
