Block war on Party not working?

Is block war on party not working?  I have been shadowing a newbee t-hunter in Fel to help out with spawn and have on several occasions hit him with chain lightning and meteor storm when trying to save him from mobs attacking him. We both checked that we had block war on party checked.

Block war on pets appears to be working because I can cast the same spells on mobs near my pets and not hit my pets.

    I didn't have any issues with it in tram ruleset the other night. But I think that "war on party" only accounts for swinging a weapon. Still, are you both blue?

    He was blue and I was orange because earlier I was in a town that was undergoing VvV at the time.  Not that I play VvV. I was just in the town getting a BoD.
