Humans with horns

ok ,l am all for body modification but when did UO allow humans to have gargy horns? I believe this is a bug.. I am going to guess it from the horn change token from store. 

I saw a player at Luna bank with Gargy horns.. I first thought maybe a glitch with spell but no. I tested on TC1.

If this is as intended then ok cool.

How is this possible? Maybe try asking the wifey/hubbies of said players...

There is still a bug. The horns are crooked along with other things.
