Repair Deeds Now Show Crafter's Skill Level

I haven't been playing all that much for the last six months or so, so it's very possible I missed reading this in the publish notes.  However, I noticed on Origin tonight that all repair deeds, old or freshly made, show the skill level of the crafter that created the repair deed.  Is this a new change?  If so, does it mean that some changes are forthcoming for crafting, e.g., new maximums or new required combinations for repairing new items??

Possibly so they fit in the new repair bench or make it easier to choose which you want.
