ATL Population at all time low?

How is it that I see more ppl on a certain free shard compared to Atlantic? It can't be true. OSI is so much better. Am I wrong here?

Subjectively, I see more people on Pac than say two years ago. I even see some long dead guilds coming back to life. I would find it hard to believe that Alt is dropping in population while a smaller shard growing.
