In Classic Client (CC) why does this menu bar always move to top?

Oh i hate this bar. It overlays mostly a part of my game window.
Everday i have to move this menu bar down below game window. And its hard to get the right position of this small demonic menubar. I mean the part with the triangle.

    In the options, there is an option to disable the menu bar.

    I tell you the truth, tis better to do 10 damage on the right target than 100 damage on the wrong target.
