There are several places where casting the 7th circle gate travel spell is not allowed.
Some of these areas, perhaps it was done to gate based on having a [paid] expansion.
Eodon, Ilshenar are areas like this.
At least make 1 way gate travel possible OUT of these areas. Event moderators seem to be able to setup 1 way gates, so the mechanism exists in the game.
Better yet, just allow 2 way gates from these facets, you could check the presence of the expansion before the gate travel occurs.

It should be possible to set a player context setting where you have to answer Yes to a gate travel prompt, when entering a user created gate. At boss and EM events, it's quite common to see people spamming gates, which causes people to leave the area if they accidentally walk into the gate.
The "prompting" for gate travel as it stands today is unpredictable; sometimes you are prompted, sometimes not.
