EC patch hard hangs during downloading of string_dictionary.uop

The EC patcher hard hangs when downloading string_dictionary.uop for the first time for a new patch.
Last night I waited over an hour for the patcher to get past this point before killing the uopatch.bin process in task manager.  The second attempt to download the patch works.  It is not just this particular patch.  The patcher has hung with previous patches as well.

    I patched last night with no issues maybe something with your settings?

    It happens on both my Win 10 laptop and my Win 7 desktop.

    Patching seemed to take a little longer than normal for me, but it wasn't anything crazy. It might have taken 4min whereas it usually takes 2min.

    When I've seen this happen, it's because UOSA.EXE didn't terminate properly from a prior game session.  There's an (non visible) instance of UOSA.EXE with a window title something like "UODieWin" that you need to kill in task manager.  It's likely the files are still open and cannot be updated...
