PvP Discordance effect

PvP on use discordance effect is have retail version we need something for NL.
sugesstions (only 1 effect):
-   -13% dci. +1%+1sec per bard skill
-   +8% hci on target. +1%+1sec per bard skill
-   +8% dmg modifire. +1%+1sec per bard skill
-   remove stat bonuses from jewelry for the duration. +1sec per bard skill
-   splinter target for 2 seconds (immune for another 20-30 sec) +0.5sec per bard skill
-   remove option to use on pvp targets.
-   any other idea.
