Tinker NPC giving out small skillet and fletcher's tool bods that can not be bribed to exceptional
On Pacific the tinker NPC Eleanor in the Vesper tinker shop in Fel has been giving out small skillet and fletcher's tools BoDs that can not be bribed to exceptional. The bods can only be bribed up to 20 items. That NPC does give out large tools BoDs that can be bribed to exceptional. You just can not use the small BoDs she gives out to fill those large exceptional BoDs.
