Fix for jewels with 10 str, 10 dex, 10 int

Change request:

[no-name] rings and bracelets can spawn with 10 str, 10 dex, 10 int.  These always get bless charges too.  When the bless charges run out, the 10 str, 10 dex, 10 int stats on the jewel no longer work.

Expected result:

Jewels with 10 in all stats should not get bless charges added.  (or fix the jewels to not stop conveying the 10 stats.

A probably important detail - the bless charges appear to get added to the jewels during daily server maintenance (first maintenance after the jewel is spawned).  

They always start with 90 charges at that point.

It may be some script that runs that involved very old items with charges (sashes, etc).  Those very old/legacy items pre-date the loot generation system that is generating these jewels now.
