Veteran Reward on Siege Perilous

I am coming up to 48 months, and starting a character on Siege, but I was wondering if Veteran Rewards work in the exact same manner as other shards?

i.e. I claim a rune-book strap and it will be blessed, and I can use all my rune-books to gate wherever I like?

(I understand recall does not work on Siege, but gate travel does)
