Easy Fix for a bugged Blacksmith NPC at the Sea Emporium

There is a bugged Blacksmith NPC at the Sea Emporium which is missing from the Menu the offer of Bulk Order Deeds and of Bribes.
The Tinker also at the Sea Emporium rightfully offers them as it is shown in the pictures, but the Blacksmith is wrongly missing them. And yes, as shown in the picture, my character does have Blacksmith skill which prompts the offer of Bulk Order Deeds and Bribes to appear in the NPC's Menu.
I imagine it is an easy and quick thing to fix, can we please get it ?
