Error Message When Buying City Banner from Guard Captain

When buying a city banner from a guard captain for 250k gold, you receive the banner deed.  However, there is always an error message:

"Error (TID): Token Out of Range : 2 : 1154761"  

I'm not sure if the last group of numbers is always the same, but it is always a "token out of range" error message.

I have submitted a problem report into the system on this issue and added it to the list of potential bug fixes for Publish 100.
