City Buffs and reset timer

Do you think that the City town buff should be reseted with every server maintenance? I think that would be better to track the buff more easily, instead of controlling the exact time you get one last time.

    I think town buffs should require much more maintenance i think fel cities should have governor and thier own buffs 
    Acknowledgment and accountability go a long way...
