Z-coordinate handling issue with trade window

When initiating a trade with another player character, the trade window doesn't appear (at least in EC), unless the Z coordinate of the two players matches.
For new players, this "silent failure" is quite confusing, as most can't easily recognize the Z coordinate mismatch. Standing on a stair, uneven terrain, etc.
There are likely other situations where the Z coordinate is needlessly checked, e.g. pets tend not to listen to commands when the Z coordinates of the pet/player/target have some TBD disparity.
The stairs at the shadowguard entrance near the crystal ball also show other speech manifestations where speech is not sent/displayed to all players in the area, depending on the source/their Z coordinate.
