You can buy transferes right now, just not the partial that shard shields give. So they are. 20$ a transfer. Or you can farm gear up on your home shard.

We have gone down that path, i have even suggested where to farm for expensive pvp gear, and people wouldnt beleive me. They want the 1 item theybare after, and dont want to look down any parralel paths.
