There are several in game usable effects that survive death... whether you want to classify them as “buffs” is debatable. Personally I think of the city bonuses more like the luck bonus from an anniversary statues than a spell effect buff.

I love my Necro/Mage/spellweaver: 120 mage 120 eval 120 weaving 120 spirit speak 120 necro 100 scribe 20 med I run a 115+ SDI suit and I keep 120 taming/lore on soul stones. Corpse/flamestrike and wither (or essence of wind) are great.
