They can stack, Jack. I have several of the pale pigments from the third ToT. They work like runic tools, double click one, target the other. only the 3rd set of pigments will drop.

As Chrille has said, it's caused by the difference in the dates different countries go to 'daylight saving'. the same thing will happen in reverse in October.

I'll check with Misk and find out the exact criteria. In most cases maps are for the facet they're obtained on, unless in a paragon or named monster chest.
