What does "guaranteed UP TO 4 legendary power scrolls" mean?

This sounds like one of those "Entire Store UP TO 50% off" sales  Where nothing is really half off.

"Up to 4" Means anywhere from 0-4 legendary power scrolls.

So we are "guaranteed 0-4 Legendary power scrolls"  How is this different than it is now?

    This should be updated to read 4 of the 6 (or 8 of the 12 with justice) powerscrolls created will be guaranteed 120 level scrolls.  The remaining scrolls have a random chance as they would normally.

    In a nutshell, it means that Khal Ankur is going to be dropping phat loot powerscrolls for the duration of the event in Felucca.
